| The Aircraft Rental System is a simplified method of filling anticipated repetitive needs for aviation services by establishing Aircraft Rental Agreements (ARA) with qualified sources of supply.
Orders placed against the ARA shall not exceed $25,000.00 on an ordered mission basis unless otherwise authorized by the Contracting Officer. Requirements aggregating more than $25,000 shall not be separated into several transactions that are less than $25,000 merely to permit use of this system. If the mission could reach or exceed $25,000.00, submit an AMD-13 to your servicing Flight Coordination Center. |

| Ratification of Unauthorized Commitments |
| Bureaus should take positive action to preclude, to the maximum extent possible, the need for ratification actions of unauthorized commitments. As used in this part, an unauthorized commitment means an agreement that is not binding solely because the government representative who made it lacked the authority to enter into that agreement on behalf of the government; and ratification means the act of approving an unauthorized commitment by an official who has the authority to do so. Ratifications will be processed as prescribed by 48 CFR 1.602-3 and 48 CFR 1406.602-3. An example of an unauthorized commitment would be ordering and using an aircraft with a firm who does not have a valid procurement agreement with AM in expectation that AM will process the action taken. |

| Aircraft
and Pilot Source List |
| The ARA vendors are a mandatory source for aviation
rental services. The Source List is the database of approved
aircraft and pilots from the current ARA vendors. Aircraft records
include bases, pricing, equipment and approvals. Pilot records
include approvals for make/model and special use. |
